There is still some form of protection to insulate the casual players among us from the most hardcore, but those considerations will have much less impact on the technical quality of the matchup.

Bungie confirmed on Twitter that it's aware of issues with "long matchmaking times," which may present the error code Mongoose.
We've taken additional steps to increase the emphasis on connection quality. More details to come. At the moment during matchmaking, solo players are getting teamed up against co-ordinated fireteams instead of getting matched up against other solo players or getting matched up with other co-ordinated fireteams.
More often than not, the end result is solo players getting crushed or losing matches more consistently. The long matchmaking times and associated errors have been resolved, according to Bungie.
Very recently though, Community Manager Deej notified Destiny 2 players that, even though Bungie is working on a fix for this problem, the fix will only go live after the Iron Banner event ends on Tuesday, May 29th.
Matchmaking tuning has been revised to prioritize finding people who are close to your locality in the interest of further reducing lag. The larger the team, the larger the potential modification.
While fireteams are having little difficulty, solo players are getting overlooked when matching opponents, meaning that these players are getting put up against coordinated teams, rather than other solo individuals.
